Update on the new National Code

NUZAG has completed the six workshops around New Zealand to start the implementation of the Code. The summary of the workshop evaluations and feedback is available below. Thanks to the nearly 400 people who attended and provided valuable feedback and questions. There were approximately 180 corridor managers, 132 utility representatives, 35 consultants, and 34 contractors in the audiences overall.

The Code is being introduced from 1 July in some parts of the country such as Nelson and Southland, with other corridor managers expected to start using it as they get their systems and processes established. The Code will not be amended at this stage, but all suggestions for changes are being recorded in preparation for the formal review later this year. Meanwhile, work is continuing on the development of KPIs for the Code.

NZUAG is now reviewing how it can help those corridor managers who are less advanced in their preparations for implementing the Code. As part of its strategic review and business planning process, we are also looking at:

  • how best to provide assistance on the disputes resolution process and the creation of a pool of knowledgeable mediators
  • education and competence
  • the RMA review process,
  • infrastructure resilience,
  • review of NZUAG's existing documents
  • a half-yearly or annual forum

Regrettably, the Minister, Hon Bill English, Minister of Infrastructure, has decided that there will be no exposure draft of the Bill. It has been confirmed that the Utilities Access Amendment Bill will be part of the overall Infrastructure Bill and we are just awaiting the completion of the other parts of that Bill. It won't be June, but we will keep you posted on this.
